Emergency call communication for voice, IMS and IP networks

NG112 is the European standard for IP-based emergency calls. CreaLog modernises emergency call communication in voice, IMS and IP-based emergency service environments – with central routing and location logic, verification of technical and organisational requirements, and integration into existing control centres (PSAP).

Location-based emergency call routing

The emergency call reaches the right control centre

The CreaLog routing solution takes into account the caller’s location, geographic responsibilities and the availability of the connected control centres. Location information is retrieved from a Location Information Server (LIS) and matched against the defined Public Safety Answering Point (PSAP) and service boundaries.

Standardised procedures such as HELD and LoST support the provision and assignment of location data. On this basis the Emergency Services Routing Proxy can forward the emergency call to the matching PSAP.

Supra-regional and cross-border routing scenarios can also be accommodated within the architecture.

Fallback routing, overload control and availability

Emergency call routing must remain stable even when individual PSAPs are technically unreachable, organisationally unavailable or temporarily overloaded. Availability is therefore checked before handover, and routing is redirected to alternative destinations on a policy basis where required. This avoids lost or misrouted emergency calls and keeps operating models under control even under load.

Defined routing profiles and announcements additionally support the handling of exceptional situations. For known major events, standard announcements can be used to inform callers proactively and to reduce misdirected or duplicate calls.

Connecting eCall112 and NG-eCall across several network generations

During an eCall the vehicle transmits a Minimum Set of Data (MSD) while the voice connection is active containing the location and further vehicle information.

The network-based eCall solution from CreaLog supports classic eCall112 calls from 2G and 3G networks as well as NG-eCall from IMS-based 4G and 5G networks. Communication with the vehicle system is processed centrally in the network, and the emergency call is then routed to the responsible control centre.

Location and vehicle data are provided via the Location Information Server (LIS) and retrieved there by the control centre.

Accessible emergency communication beyond voice

Emergency calls and real-time text

Real-Time Text (RTT) transmits typed text immediately and can be used in parallel with an active voice connection in the telephone network. The CreaLog NG112 solution routes RTT emergency calls to the control centre.

This makes it easier in particular for deaf, hard-of-hearing and deafblind people to communicate with a control centre, and in emergency situations in which speaking is not possible. An integrable conference function can additionally support follow-up questions and bringing in further emergency personnel.

Recording and transcription

Documenting emergency communication verifiably

Optionally, emergency communication can be recorded centrally within the ESInet and stored encrypted. Depending on the connected environment, text, location information and further session data can be captured alongside voice.

Recording and transcription can support later analysis, quality assurance and the reconstruction of an incident. The specific implementation depends on the applicable legal and organisational requirements.
